How do I attach my Trident flag to my trident pole?

I bought a trident flag and pole to fit in with my inner tube float, and I have no idea how the flag can go on the pole without blowing off.

If I run the pole through those two metal grommets, I think it would slide down to the metal pole joint half way down and bunch up, or worse, if a stiff wind comes up, the flag might blow off and end up at the bottom of the lake.
Am I missing a part or something?

The ones I have bought the flag had a sleeve or tube in the flag to slide the pole into. There would be a plastic clip to snap over the flag and pole to supposedly lock it in place. The clip usually broke or quickly got lost thus requiring barn yard engineering and duct tape, WD40 and zip ties to complete the installation. You would think if we can put men on the moon, but, see, we cannot put men on the moon, it is too dangerous and the people who did put men on the moon are as dead and gone as is the civilization that put men on the moon.

That, or duct tape.
If you're in Illinois, I'd call the movers.
 
Mine has a hole through the pole that you put a key ring (or zip tie) through to hold the flag on.

It comes with a stupid plastic clip that will break or get lost somewhere about 10 minutes after you buy the flag.

I put mine on with a zip-tie gun and two zip ties through the grommets and around the pole. It's been a few years and is still there.

Tear a thin width of duct tape and create a bulge or stop where the lower hole is. Place the flag, and then repeat the process both above and below the upper ring to secure the flag in a non-sllde up or down position.
