No, IE 8 is the only browser I have. Happily, I'm not running into trouble on any other boards or with any other functions that I've noticed. I'm missing "reply with quote" more than I ever thought I would.
Unfortunately, I can't say what version of vBulletin (if at all) other boards are using. SB is on the most current version of vBulletin which is 4.2 PL2.
First, I would try clearing your cache and cookies. As Reply with Quote is merely a link, but you might have corrupted cookies. Here's a quick how to - I found ->

Since vBulletin recommends users use the most recent browser version, I would suggest you try either updating your Internet Explorer to the most current build which for IE is version 9 ->
Download Internet Explorer 9 - Microsoft Windows or try another browser like Chrome or Firefox.
I hate to say there's nothing I can do, but there isn't. There's nothing wrong with SB (if this was an issue for all with IE8, I'm sure I'd be hearing from others). I can reply with quote in any of the browsers I use. I don't have IE8 anymore, and therefore can't even try to replicate the issue.
Therefore, I can offer you some advice for your system, since there is no fix that I can apply to ScubaBoard.
If you insist on staying on IE 8. Try this:
1. Compatibility View helps improve how some websites look by displaying them as if you were using an earlier version of Internet Explorer. Turning Compatibility View on might fix problems like missing info or incorrect text and colors.
- Open Internet Explorer by clicking the Start button
. In the search box, type Internet Explorer, and then, in the list of results, click Internet Explorer.
- Click the Compatibility View button on the Address bar.
2. My preference however would be to either update IE to IE 9.
