I’m writing a program to visualize deco diving and N2 loading.

I found this article that's based on the ZH-L16A model

Can anyone point me to the location of the ZH-L16B and ZH-L16C data?

http://ddplan.org/reference/mvalues.pdf has the limit set for ZHL-16A, B and C, as well as many other deco models. GAP-Software is another place to find that article.

The article by Erik Baker will have the data, but in the "M-value" format --- ie the sea level pressure limit and the slope. It's an easy conversion to the a and b format used in the article you linked. That article Paul Chapman doesn't explain it very clearly, but the "a" value is the 0 absolute pressure limit, and the "b" value is the reciprocal of the slope.

I highly recommend Erik Baker's articles as being both comprehensive and very clearly written.
