Yes. If a rig is not balanced, there should be either additional lift and/or ditchable ie) unnecessary ballast that can be dropped (can light, large camera, some removable weight, etc) in the event of a wing failure. You start with a balanced rig, then add any gear that may be necessary for a dive.
Tech divers often dive unbalanced rigs, but they are likely to be in a drysuit with ditchable ballast. In other words, what is making them unbalanced is usually ditchable.
