Jerry Guyers boat "LenDer" is probably your best bet. Look up pcdiving.com and look under "charters" for his winter charter information. He goes out very regularly in the winter. He also is not afraid to push a bit of ice to get out of the harbor to the lake. I've been out with Jerry during the winter quite a few times and just being able to get out of the elements to suit up and warm up after is well worth going with him, plus he has warm drinks and pretzels!! Definitely make sure that you and your gear are ready for the elements on those dives. I've seen a few divers have to throw in the towel due to freeflows and frozen equipment.
If you do any charters out of Milwaukee this winter count me in for sure, assuming its a weekend with enough notice I can make sure I'm free.
I'd rather dive my drysuit anyhow.
