That seems incredibly cheap, but I don't know much about boats.
The truck doesn't have anything to do with stopping. The trailer brakes are plenty adequate for that boat. It has 21,000 pounds of braking for a 13,000 pound load.
 
The only F150 rated for a 13k load was a couple of years of ecoboost with exactly the right option package. Actually very few of those trucks were built with that correct mix of options to get that rating. Ford loved to advertise that number. A lot of people thought they were getting that rating when they actually got a lot less. They were not good at towing that 13k even if they had the right package for it either. There was a lot that went into making that 13k number. The hitch is actually a very unique piece compared to the regular F150 non-13k package.

13K isn't heavy?
That's well into a class V hitch territory. My 2010 5.7L Tundra only has a class IV hitch.

I'm not surprised a 15 year old half ton truck wouldn't be rated for it.
Modern half tons have the tow rating of a 15 year old one ton.
My F150 is actually rated to tow more than my 2006 diesel F350.
I don't consider 13k heavy for a 32' boat. The trailer weighs 2000 pounds. A comparable fiberglass boat of this size would be easily double the weight.

Almost like an engineer at Ford would have some insight on what package and wheel option to order and achieve that tow rating.
I don't have that truck currently, she gets a new one every year as a management lease.
The truck actually pulled it incredibly well. The power was insane. It just didn't weigh enough to haul a boat that size in the wind. The physical size coupled with how light it was made that boat a sail when towing. It tows much nicer behind my service truck.

I can tow 20K but only as a 5th wheel.
