Florida would be a good choice, but do some research into places you want to apply. Follow your dreams, girl!
 
There was an interesting thread from a young lady who went to Thailand from the UK to do her IDC, might be worth looling at that for some hints.

Again I think the dogs would be the biggest problem with this plan.
 
I'm neither a DM or instructor, and no offense So Cal advocates...but why in the world would you choose 50-70 degree water temps (and 7 mil suits) over South Floride (e.g. the Keys) and 78-84 water temps and a shorty dive skin? Take about easy diving, Key Largo, Islamorada, Marathon Key...

I did my OW checkout dives in Key Largo. My instructor's background: She fell in love with diving during a resort course. Pursued and obtained her Instructor level and retired as a paramedic after 20 years with a company in Chicago. She moved to Key Largo at the age of 43 and has been a diving instructor/DM guide for five years. She said after Chicago winters and the cold water dives. She lives in a little apartment and doesn't make much money, but it was a lifestyle choice. Good luck on whatever you do. I envy you being able to even consider doing this.

No problem with the dogs. They love em, fried, boiled, poached, and barbequed!

By the way, there are no earthquakes in California...we just say that to keep the population down.....

Actually... if you look at the statistics, Florida has more shark attacks per year than SoCal.... besides, the population of Great Whites tends to be more in NorCal..

Besides Florida’s 23 attacks, elsewhere in the United States attacks numbered four in South Carolina; three each in Hawaii and Oregon; two in California; and one each in New Jersey, North Carolina and Texas.
