I wonder if anyone can point me to a local resource (Home depot or some other place) where I can purchase the smaller bungies that can be used to replace straps and bands on compasses and the wristmounted bottom timer?

I looked at my local hardware dude store and didn't come up with anything.

Any good sporting goods store (Sports Authority)
or Outdoor outfitter like REI has them.

Not something you'd find at Home Depot...

both the nearest REI's to me carry it, in a variety of thicknesses...stocked up last week..

Westmarine and other boating stores carry it.
 
Smaller hardware stores and most boating supply stores will carry a variety of diameters and offer cut to length sections. Also my all-time favorite for buying rope/bungee/webbing is my local Army Surplus. Home Depot stocks a large quantity of their items, but doesn't stock a large variety of items. I find this very frustrating for Scuba or any DIY project. www.mcmaster.com is an awesome site I'm not sure if they have bungee but it is worth a try. Hope that helps.

Whats the standard size used for attaching things to your wrist (compasses,slates, computers etc)?
 
EMS sells 3/32" bungee cord, white, a 20' package is $5. About right for any of the lighter stuff, or klutzes like me who don't want to litter the bottom with things like EMT shears :)
(Yeah, I know it's not UV black, who cares at that price, just replace it if it starts to go bad)
Tell them you want the shock cord for tent poles and they'll lead you to the right place.
(They also sell thicker shock cord, just that the 3/32 seems right for light stuff)
