When does sand come into the shore diving sites?

On the Atlantic coast of Florida, near where I live, winter waves and storms tend to take sand away, while summer waves tend to deposit sand.
The waves in Florida tend to move sand from one area to another. Nothing similar happens in Bonaire....different wave systems, different beach configurations, small island.

And although it may not seem readily apparent, different sand composition plays a role as well.
