I was diving at haighs quarry with 15 lbs of weight(including bp). Had a 6.5 mil shorty on. With full inflated I could get half of my head above water. Typically I dive with 13 when I rent the jacket style, so I guess those 2 extra lbs threw me off?
Maybe I lost some fat and need to recheck my weight... it's possible but not likely.
What type of tank were you using?
Something does not sound right... with a 6.5 mil shorty (maybe 10-12 lbs of lift?) and 15 pounds of ballast weight total, plus a full tank with regulator maybe 6-8 lbs negative... 12 - (15 + 8) = -11 lbs..... you should not have been more than 11 pounds negative at the surface (and actually you should be less negative than that at the surface if properly weighted) .
A typical singles wing should provide plenty (excess) lift at the surface, unless it is not able to fully inflate.
