I might be mistaken, but isn't the PSI status of the inspector irrelevant.

It's relevant as far as proving the case in court. If the hydro facility's VIP was done by a professionally trained inspector and passed, and then someone from the LDS not "professionally" trained condemns the cylinder, it goes to shoot holes in the credibility of the LDS.

UP's right we really have to know if there was a waiver. If there wasn't a waiver the fact that it passed the hydo VCI is probably enough to win in small claims court.

Look in the yellow pages under fire extinguisher service, they're the ones that usually have the hydro facilities. And/or call some of the local welding outfits and ask where they get their cylinders hydroed.

There are two cases where I would ABSOLUTELY deal with the hydro facility directly, and that the case where I have + rated cylinders or any PST cylinder (which requires "rounding out" before the test).

If you have PST tanks, I would also go to their website ( www.pstscuba.com ) and print off the tech. bullitins regarding "rounding out" and hand them to the Hydro facility when you take in your tank. I almost lost two good tanks due to this. Thanks to roakley and a few others I questioned the failures.

Any of the alternatives suitable for a recreational diver? It's always good to understand the options.
Sorry about the delay in answering this awap,

At minimum order and read the "Inspecting Cylinders" book that's available on: http://www.psicylinders.com/Price List.pdf also "The Oxygen Hackers Companion" at http://www.airspeedpress.com/. This way you can check your cylinders before they go into the shop, and you'll know if they should pass or not (and if not, you save the money that you would have spent on a failed VCI).

As best if you're a knowledge nut take the inspector course (http://www.psicylinders.com/schedule.html) available from PSI and then you can inspect your own cylinders!

I've got Oxyhacker's book but the PSI book looks like a worthwhile reference also.
