Veteran's campground in Monterey

Anyone have any info on this campsite? Location, rules, etc.? Any knowledge is appreciated.

I used to camp there when I'd drive up the coast but must admit I often got lost looking for it and this was years ago. It suited my needs at the time, camping in the camper shell on my truck.
