I still think it's a mini Godzilla that got a heart attack from MCdonalds on it's way over seas..... but maybe i'm just crazy.. who knows..

it looks like a whale but in the modle there making a mini dinosaur.. whales dont have ****ing FEET!!!
 
I think it is the Russian version of the Winnebozho. Horse-like head, serpentine body...

The Winnebozho is a mythical creature found in the Lakes of the northern USA mid-west (WIsconsin, Michigan, etc) it has a head described as being horse or goat like and a serpentine body. That skull looks a bit hourse like and the body looks serpentine and, it doesn't look like a basking shark or Beluga to me...
