Has anyone heard of a site "Turtle Sanctuary". Supposedly near El Cielo but may be a referral to Columbia Shallows. Supposedly this comes from a Park Pirate operation.

By "Park Pirate", do you mean a dive op that is not licensed to operate in the marine park?
 
Yes. It's essentially near El cielo. Not an official turtle sanctuary but a sea grass area whee they are often seen.

Dave its just before cielo. Its an shallow grassy area where green turtles are often seen in shallow water. Some people are cashing in on selling this thats for sure....

At first I wondered if you might be referring to the turtle hatchery at Punta Sur, despite realizing you'd be very familiar with that.

Sadly, a Google search found that it's "a little-known area of reef in Cozumel". I suppose if we were to poll grade schoolers in rural Nebraska there might be some reef that's easily accessible to snorkel tour groups that is little-known among members of that sample.

This saddens me. That entire area had already become basically a latrine due to all the sea-star molesters.

On the other hand, I suppose the entire Marine Park is literally a sea turtle sanctuary.

Of which there are many, with numbers growing constantly. I'll bet Mr. Dillehay could probably say a thing or two about that, but he's always struck me as too polite.
