There is data that Caribbean divers in warm water experience DCS at drastically lower rates (like 15x lower) than cold water divers. Narcosis may trend similarly.

DCS is more about planing, narcosis is there whether one "feels" it or not. The reason narcosis is an issue, is that one will not notice any impairment until one needs to use their higher brain functions, say to respond to an emergency. One reason muscle memory, and training to automatically respond to an emergency are critical. Cold dark water is just not as conducive to a feeling of well-being that will mask the effects of narcosis, as clear warm water.
