Thinking of affordable diving NY vacation, ~10 days

need an advise. we're a gang of divers from Riga, Latvia, Peterburg and Moscow, Russia. if you were us, where would you go for NY underwater party?
Egypt is not an option, its our fav place, but not for NY. currently thinking of Thai, because its relatively cheap to reach. where else diving + accomodation is good but cheap?

I have had an excellent experience in traveling to and dealing with Hotel Atlantis on Sabang Beach (Puerto Galera).

Excellent diving and very reasonable prices for the quality of hotel and restaurant. We and our associates have returned to this particular property numerous times.

Phuket in Thailand for some good diving and great New Year celebrations. There are many cheap options for dayboat diving and liveaboard diving. SeeBees run a good business and can assist you with accommodation.
