Here's yet another cheap idea.

Find a rope, a mat, and a handy tree. Wrap the mat around the tree to protect the trunk and wrap the rope around the tree several times. Then, wrap the rope around the tank several times. If you have a handy trailer hitch you can use that instead of a tree. You can get a LOT of torque without anything slipping and it won't mark the tank. I use this to valve and devalve my storage bottles, but rarely need to use it for a scuba tank.
