Tank not used, still have to VIS?

I was also wondering about this issue...
Last month i picked up one Al80 and one HP130 from my LDS. As i was paying, an employee took off the old visual sticker and put a new one without doing a VIP. He told me that it was never opened since the initial VIP so it is ok to do so

Should i be worried?

Yes you should
Once i saw an hp130 tank in the shop that was shelved over the winter with 32 inside. It had a well defined rust line inside going from top to the bottom. The shop tried to tumble it few times but it did not go away completely so they refused to vis the tank

The matter was that the tank was laying onthe side with water i side for 6 months and rusted badly

So you should have them checked the tank even ifit was sitting there who knows
