Dan Gibson:Actually, I believe this staement is not totally correct either. Where is the Oxygen Hacker when you need the real truth? There are a few posts out there that explain this better than I can. It's not quite as cut and dry as most people have been led to believe.

BTW I understand the point Oxyahcker is making about the difference between commerce and privately owned. What I think may not be accurate is his indication that even dive shops can over fill tanks that would be used for rental or for sale. That would seem to me to be entering the area of commerce. Then again I might be wrong about that.
In all of this (CFR49) I could not find a specific statement that said, Thou shall not over fill(over pressurize) a cylinder. Nor could I find a similar statement from the OSHA website.
