Mybe it was never lost. Maybe someone threw them in the ocean in an attempt to be rid of the embarassment of ownership, and one of them tried to escape back to shore.........I'm just sayin...
 
I may have a lead on this. I was diving with a friend at Pebble a couple of years ago and she lost a single fin. I've emailed her about whether this is the one.
 
My friend told me about your post...I lost a fin a couple of years ago in Cape Ann, MA, but it was a Volo with a spring strap. If you see that one drop me a line...heehee.
