If you can store them outside on deck and exposed to air flow, that will ne a lot better than laying in the bilge, you can put brass rings on neck and lock them if you are afraid they will walk.

I assume the skiff is fibreglass, but make sure your ally tanks are not in contact with any metal. There is no point in risking any sort of galvanic corrosion.
