Philippines is one of the cheapest places in the world to go diving, especially in Anilao and Moalboal (Cebu). In both places, you can find 4 dives for $50 deal, very affordable. Another thing about diving in PI, the crew will carry your gear to the boat, hook up your tanks, and help you get in and out of your gear. You get spoiled real fast.
