well if you feel to fight for your rights, you can file a complaint on the grounds that they are not using legal tender.
technically it is only the philipine peso that can be used as legal tender while doing business in the philippines. all establishments are required to transact in philippine pesos.
otherwise i would suggest you ask for an OFFICIAL RECEIPT. without official receipt you may refuse to pay. in an official receipt it has to be in pesos as VAT is computed as such. in foreign currency they may circumvent in paying for vat. but they could not write dollars in the official recipt kasi ...bawal yun...
