but the 6 Month rule appears to be that the passport expiration has to be 6 months BEYOND your trip, for countries not on that list.
Correct. Sorry about the phrasing, can't edit it for clarification.
 
My dive buddy, whose passport expires in about ten days, is here in Cozumel with me. No problems with immigration at all.

That's certainly good news. I'm of the thought that experiences can vary with airline and immigration agents encountered. There's some risk if I don't have six months left on mine for say a February trip while I might as well as renew it one more time to be careful. I do hope to still travel internationally and dive beyond my July 2021 expiration even tho not beyond 2030.
