Sadly, from what I've seen, those "sucky" instructors tend to be unaware of their limitations. The ethics of instructor certification lays firmly at the feet of the agency that tells them; "yes, you're good... you can be an instructor".
I think some instructor ethics do come into effect when deciding what they should teach. IMHO, there should be some serious self-analysis about what expertise you have in a given field. If you're not an expert, regardless of whatever authorizations your agency gives you, then you are doing a disservice by teaching something. I believe that a given activity should be your 'bread-and-butter' routine diving, if you are to teach it.
