Should instructors be required to be with a shop to be able to certify people?

jorbar1551: No, a good SCUBA instructor should/is able to certify his/her divers. They do not/should not need to "work" for any shop.

No. If the instructor is a qualified instructor shop affiliation should not be required.

Yes, and an independant instructor might tend to have more reason to BE a good instructor. Since they don't have a dive shop to funnel students to them, word of mouth will be critical to their success.
 
In case it hasn't been mentioned before, SSI requires its instructors to be affiliate with an LDS. That does not mean they have to be an employee, but the SSI program requires a local shop to monitor instructors.

If I am not mistake, SSI instructors can affiliate with more than one shop, as well. And, of course, once an SSI instructor is certified, he or she can also cross certify with PADI or one of the other organizations.

i would extend those instructors the courtesy of believeing they have integrity until proven wrong
 
I don't see near as much conflict between instructors and shops as I do between instructors and certifiers. I think we would be better of with appropriate seperation in those two functions.
 
You will always have your good teachers and your bad. Those that will honestly evaluate students and only pass those that should. I don't think it would matter what agency that one works for, they (instructors/evaluators) will either do their job or won't.
