Should instructors be required to be with a shop to be able to certify people?

Yes. Preferably within the constructs of current scuba instructional organizations rather than as a government function.

NAUI used to do that with Instructor Training.

That’s a crazy question. Way too much thinking going on there. Ill take the instructor who work’s out of his garage and has to go out to a shop to get AIR and Parts.
 
I don't know if seperation of training and certification is workable on the private level. Most other cases involve some type of governmental involvement as the certifying agency. Perhaps the old model of not for profit organizations such as the YMCA, LA County, etc to do the training and certification. This maybe as close as you could get to seperation from dive shop involvement. I am a big fan of a business model where sucba gear is sold at any retail sporting goods outlet just as fishing ,hunting and baseball equiptment is sold under one roof at places like Academy Sports.

Divers seeking C-cards pay to be tested via written exams and appropriate skills demonstrations. All instruction would be optional.
