Today was a slow day at the office so I decided it was rebuild the regs day.
I rebuilt 3 single set ups that were made up of a MK17 / G250HP / R190 / SPG.
I changed out all the hose o-rings, cleaned the 1st stage and 2nd stage hard parts in the ultrasonic cleaner, put new kits into each stage, and rebuilt with a little Christolube on the seals.
I set the first stage at 140 psi +/- , and set the second stages using the inline drive adjusting tool to 140 psi +/- so that they would start to open at about 3/4" to 1"of water
The rebuids went just fine, except for one of the R190's.
I have one of the R190's that when I inhale thru the reg it sounds like a moose call.
I tried this R190 on all 3 1st stages and got the same result.
I took it apart, checked the seat, diaphragm, exhaust valve and found nothing out of order.

What am I missing here ?

It sounds like the diaphram vibrating which is not uncommon whlie beathing the reg while out of the water. The noise should go away underwater because of the water pressure on the diaphram.
 
I had a Conshelf SE3 second stage that would do this. My thinking is that it's a combination of resonance of the 2nd stage spring as air passes through and around it and friction from the demand lever and diaphragm.
Fortunately it only occurred when the reg was dry, and I dove it without hazard for many dives.
To cure first try and change the IP by a few psi...if this doesn't help you'll need to remove the 2nd stage spring and then put it back together. This will reposition the spring and should stop the honking.
 
It's the diaphragm vibrating just like CMAN said. You can try taking it out, flipping over the plastic ring, screwing the cover back on, tighten, loosen a little, maybe rock it back and forth a few times, and see if that helps. In a perfect world if that ring is seated exactly evenly around the edge of the diaphragm it theoretically shouldn't do it, I guess. Too bad it's not a perfect world.

It won't honk in the water, so personally I wouldn't worry about it.
 
As matt boy states it is more or less normal and is a result of uneaven stress on the diaphragm. You can try what he suggests and it may resolve itself. Otherwise it will probably go away after a few dives and as matt states it will not be an issue in the water.

IN the event you are tempted to lubricate or wet the seating surface on the diaphragm - don't. That could result in the diaphragm coming loose in use.
