I succeeded on the 9th when the 15th was selectable as a date of arrival.

Did you try clearing cookies and starting over?

If all else fails I think you can pay on arrival, but it might be cumbersome.

Actually, I had it up on the screen ready to click through on the 2nd attempt, and I thought to check my email and saw a confirmation email even though the web page said something went wrong. So, I didn't pay, as you call it, the extorsion tax twice
