A few questions.

1. Is the gear used commercially or is it your personally dive gear?
2. Is the insurance policy an actual home owners policy or is it a dwelling/fire like a DP1 or DP3 or is it a renters policy?

I guess it is more of a case of who your insurance agent is and how the interpret your claim if something does happen.

Once again back when I had lot of my camera equipment by chance I also included my laptop in my PAP. My laptop almost never was at home, always with me in different states, countries, in my backpack, in my car, at my work, at friends etc. etc. etc. I had it stolen when I was traveling through Africa and filed a claim. They asked me a couple basic questions about it and I had to fill out a simple form online and with in a week I had a full payment from them. It was the easiest and smoothest transaction ever and there was not even a deductible.

As far as I know PAP do not care where your personal items are located. That is the whole point of a PAP its to cover items that would not normally be in your home. Or items that are specialty items
Your agent has no say in what is covered. Your agent is simply a salesperson. If they are a broker then they will have the ability to source products from multiple different insurance companies. They tend to recommend the product that maximizes their commission money.

It is up to the insurance company that created the product to decide what is covered.

Your example is different from the OPs. Contents insurance normally does care about were the items are permanently stored. In your example the laptop travelled with you. It was not permanently stored at a specific location in a different state. Its permanent location was your house, although like you it travelled a lot. Your wrist watch, cell phone, fancy sunglasses, shoes and wallet are in exactly the same situation as your laptop. They are located in your home, but travel a lot.

The other simple common example to consider is items held in a storage locker. You need to read the fine print of your policy. Some cover, some provide greatly reduced coverage, some do not cover.
