If Florida is "safe" I'd try Bali, especially away from touristy places.
Safest locales for diving around the world?

Very accurate. I mean c'mon, a diving bear? That's silly. Bears can't get you underwater. You're safe there.

Looking at the question from a different angle, one might suggest live-aboard diving, since you're narrowed down the potential variables regarding location & other humans to a boat and up to 16 or so people. Another option would be a resort in a place with a good reputation for safety, particularly if you largely stay on the resort. Little Cayman Beach Resort seems to have a good reputation; haven't tried it. An all-inclusive resort in Cozumel (not that I think you need to stay on resort & hide out from the rest of the island) could also fill the bill.
With safety, the question becomes of whom, from what? Imagine a small plane with a load of incoming dive tourists who are concerned about safety. They are:
1.) Parents with a 3-year old wondering if the child will be in a position to dash out into a busy street, get abducted, catch cholera, that there won't be modern health care available if the kid gets bad bronchitis, etc...
2.) A single woman fearful of sexual assault, or just sexual harassment when walking outside (or from dive op. staff).
3.) A LGBT person wondering how public displays of affection are apt to be viewed.
4.) An American wondering if local political tensions make him a target.
If you're dealing with travel newbies more accustomed to the sheltered, chaperoned cruise ship excursion style experience, I'd think about Grand Cayman or Cozumel to start, in the Caribbean region. Or maybe Key Largo, FL, since many people will be comforting knowing they're still in the U.S. (language, laws, currency, traffic practices, etc...).

Sorry, you hit my hair-splitting nerve
. There's an article in Dan's Alert Diver magazine about a guy studying polar bears; one came after him. He headed deep, and it was a nerve-wracking race but it eventually broke off before it got him. Not something the average Joe needs to worry about, but it can happen. I've no reason to think it was in British Columbia though...Richard.
Best of my knowledge, no polar bears in BC outside of zoos. But grizzlies, yes, and they'll kill you just as dead as a polar bear. They're usually in pretty remote places.Sorry, you hit my hair-splitting nerve

Niue, warm water great viz, friendly locals. Not real easy to get too, and you want to be there in the southern winter. Cyclones can be problem

Places I've been in the greater Carib:
Grand Cayman - over 200 offshore banks can't be wrong. I don't believe they allow bugs there either...lol
Providenciales, Turks/Caicos. Lots o money there - they must've been shocked by that recent Club Med murder. Richard's point is a good one, we did the Explorer LOB there - while docked the captain replaced the fax machine. When he threw out the old one, he included a note with it that it was OK to take it from the trash bin.
Virgin Gorda - I'm not sure they have any police - I never saw one. We rented a villa and when we asked about door keys were told they'd never needed them. It would be an insult to the owner to steal from his guests so no one would. Oddly he did mention his office did not enjoy the same protection. Sometimes we didn't see another person for hours.
St. John struck me as pretty safe but we didnt spend a lot of time there. St Thomas downtown - not so much judging by the fence/barbed wire at our hotel.
Utila - esp at the AI resorts since you get there by boat only. There's only 4000 people living there so the odds are good.

I would second St. John as safe. I've visited five or six times. I liked the diving, too.
here is few of my favorites that are very safe. also, have good diving, excellent staff, great food. and if you want, you never have to leave the resort grounds. little cayman beach resort on little cayman. brac reef beach resort on cayman brac. scuba club cozumel on cozumel. bohio dive resort on grand turk. buddy dive resort on bonaire. anthonys key roatan, coco view roatan, splash in roatan. ramoans village ambergris caye belize. kauaii hawaii, stay in poipu beach. those are a few i can think of off the top of my head.
