Safest locales for diving around the world?

Is diving there very good and easily accessible from shore? Worth a dive trip there?

Some great diving in Japan, In Ishigaki you are almost guaranteed to see Mantas

Yes, must route thru Tokyo.

you used to be able to fly to Ishigaki from HK and Taiwan but don't think those flights have returned post covid. Staying a few days in Tokyo or Kyoto (if you fly into Osaka) is well worth it if you have never been to Japan
