Best dive location for Beginners?

Utila (Honduras) is great for beginners. The conditions are easy, the diving is very cheap, and there is plenty to see. Bay Islands College of Diving is a nice operation, very safe!
 
Probably best to go somewhere with boat dives so you can just follow the DM and not worry about navigation. You could also mix it up by going to Curaçao and diving with All West. As your confidence increases you could beach dve right there in front of the shop.
 
Anywhere with a good diving operation, cool stuff to see, and dive sites with minimal/no current and max depths < 100 feet. There's a ton of places that fit that, though as others have said a lot of the "top dive destinations in the world" type of places are not necessarily great options due to more advanced skill requirements. Please don't take your first dive trip to Galapagos, Komodo, or Palau.
 
Grand Cayman. Placid, clear warm water. World class beach on west side (north end). Fabulous dining. Great retail area (if you are in to that) at Camana bay. Extremely professional dive ops (Living the Dream or Divetech for example). Decent shore diving access to do your own dives. Lots of activities other than diving. It’s a great place to train. Reefs are somewhat tired though.
 
Reefs are unfortunately somewhat tired across most of the Carribean. Too many people. If you want to see healthy reefs there you have to do a liveaboard or find a smaller resort way offshore away from all the traffic and cruise ships and massive resorts.
 
Diving in Curacao with The Dive Bus for shore dives and Ocean Encounters for boat dives will fulfill all your diving needs. Shore dives are much easier in Curacao, with most sites being in sheltered bays with shallow, sandy entries/exits as compared to more sporty entry/exit with a lot of pockmarked limestone found in Bonaire. The reefs are similar. Willemstad and the rest if the island will provide more to do during down time. Being your honeymoon, wherever you go, it will be great! Where would you consider the best diving in the world that is beginner friendly. Also please mention the best time of year for travel.

I would say Panglao Bohol Cebu Philippines. Good times of year are the early months when it's cooler but I go anytime.
 
Best location for beginner is those nearest from home. To suggest somewhere in another continent is absolutely stupid.
To the OP, your choice is USA. No need to deal with anything alien etc. When you have gained some experiences then you can expand your horizon gradually. One step at a time.
I did both OW and AOW in Philippines because of the locality. Flight was dirt cheap, the cost of living is low and English is widely spoken or understood.
