Rust on Faber/OMS LP85s

For reference, the last set of doubles I put together ran me $200 for both cylinders, hydro and O2 cleaning was $65 for both. They required some very minor cleanup and a bit of paint touchup to look nearly new. I had bands and a manifold already but figure $200 for them. So the deal is not bad but for the surface rust which is going to require some work to clean up. The zinc coating is probably fine but the epoxy paint is the issue.

The OMS grey paint has got to be the least suitable paint used on any scuba cylinder anywhere ever. That stuff sucks
