Rust in steel tank

How much rust is ok in steel tank?
Any opinion on my tank?
Bought used 12l 232bar Faber, manufactured 2009, last hydro in 2019.
Rust is at the bottom of the tank. Same tank in both pictures, just in different angles, one cent coin for size reference.
Taking these pictures with cheap usb endoscope is pita.

The bottom of a cylinder is very thick. A dive shop should be able to measure how deep those rust spots are and (if they are not too deep) clean up everything. This doesn't look bad to my eye.

it doesn't look like it's pitted but I would put a whip in there with the brass brush on the bottom and it should whip right out

The top photo shows my smaller stiffer brush for getting hard rust out including out of pits.
The top brush in the pic is bigger and softer for more general cleaning and it also spreads so it gets the side corner which is always hard to get to. It works well for light rust and staining.
It has a copper sleeve that gathers the bristles so it can be inserted easily. There is also a thread protector insert that HAS to be used when spinning the brushes with a drill or else the tank threads will get hammered.
I also have a side wall cleaning brush that’s not pictured.

Thanks Tom. Now does rust tend to occur on the bottom? Is it possible to have a small wheel brush (that will fit inside the cylinder opening) or is that just impractical and better to do tumbling?
