Here in the states, I can count on my Texas Auto Liability insurance (really! not Collision) to cover any car I drive and my risks to others when I drive it, and as long as I am not charged with a serious infraction can usually count on sorting it out later - they can't hold me unless I am arrested for something else.
When you leave the US, you leave the US - so I like to avoid increased risks where things can go much worse.
