Wrong, very wrong, really wrong. Old myth that has been debunked ad nauseum.

Yet it persists! I have to say, I give a lot of credit to the OP to ask the question. I can't tell you how many people I know in Austin who think they know the answer and can't be humbled to ask.
 
Yes the + rating can be restored at any hydro if the numbers clear the bar. It may be up to you to research the REE number if it is not on file at the facility or stamped into the cylinder.

Anything over the service pressure plus the 10% it stamped + is off label local custom, not an entitlement. It's good fun when you can get it. Otherwise buy cylinders rated for your needs.

I deleted my statements. about the + ratings. Even the Navy dv school back in 1965 had it wrong or it changed since then in any case I read the post with current regs.

Don't feel too bad, Sealark. I've heard the very same statement said within the walls of my LDS. Sorry if I jumped too hard on you.
 
Any tank built to the 3AA specification can get a plus rating.
