Never seen it before , nothing permanent I believe !
 
I know if another "Permanent" anti-fog coating. I am a Nano-tech student. The 4th years do design projects, and one group did an ultra hydrophobic transparent coating that is relatively easy to manufacture. I am keeping in touch with them to try it out on my mask. The only problem is that if you immerse a hydrophobic coating in water it will over time degrade.
 
There was a thread not very long ago about a new no fog mask... do a search!
