The original question was, can he start AI course or not? I said yes. Am I wrong?

.....so to speak...or dive the dives :D It's up to instructor to evaluate the canidates in water skills, and they will be that of a NAUI Master Diver. He will also take the written test. Skills ok'd by the Instructor and passes the test, YUP, he can start the course.

Tech courses have their own ratios depending on the course. For PADI students under 12 have smaller ratios for OW.
The standards stress that these are maximum ratios for the most ideal conditions.

For the Open Water course: one instructor is allowed to teach 10 alone in the pool, 8 in open water. Any numbers above those require certified assistants.
 
Remember, these are maximums. IMO, 8 student divers is way too many for one person to maintain control, even in ideal conditions. This is one of the reasons I teach independently of a shop. If I'm working with student #1 on one end of the line, how can I control student #8 on the other end of the line? The most I'll take under water alone is 4. In the lakes, usually only 2 unless my wife (also an instructor is there), then we'll take 2 each.

In the pool I've seen 3 instructors with 16 students. It was a small pool - 15x30 feet - and a major cluster. But hey, the more you get in the pool, the less your costs, right?
 
Well after hearing advice from all you wonderful people, I'm studying to take the NAUI Master Diver written exam, and you were right there is alot of info in the study guide, but i love the challenge to learn so..... I'll let you know how the test goes,Then i'll be on my way way to AI... thanks to all who have given advice...sincerley... Gary

That's an option. No NAUI test is specifically a take-home exam.
