It cost $30 for me to replace my son's nitrox card that he lost. That was from SSI. What really ticked me off about his AOW was that he completed the class 2 months before he turned 15 so he only qualified for the jr. AOW. And then I had to pay for a new card 2 months later because he couldn't bear to be a Jr. AOW anymore.

Yep - I had the same situation with one of my kids AOW card (with SSI).

BTY - I was told early on by the PADI folks (where the class was held) that this would be a future cost.
 
All the agencies have similar prices its not just a padi thing. You don't need the card no one is going to tell your son he can't dive just because he has a junior card.

If its an issue for him them get him to take another course and save the $ on the upgrade. Alternatively get just the advanced card what do you need the Open Water card for if you are advanced certified?

Again its a dive agency thing not PADI thing so...

PADI's main goal is not to promote scuba diving. It is to make money. They are a for profit company. There is not big profits in a $30 card. An employee actually has to do the work to verify the information/format/process/print/mail the card. That person wants to get paid, and probably wants their pension/health/medical benefits, too.

Sure am glad my old paper LA County card from 1969 doesn't need to be replaced, but you really should get the AOW card updated for your son... or follow the other suggestions of doing an advanced course together.

I agree that there is more overhead to produce a plastic card than the cost of the plastic. OTOH, I can have my ATM cards, my credit cards, or just about ANY card in my wallet replaced for no charge. No doubt in my mind that PADI is making a good profit margin off charging $30 for a card. Not doubt they are making a big profit margins off books, DVD's, RDP's, and everything they make and sell. I can buy a nice leather tooled binder for less than they charge for a PADI log binder...

I don't know about it being so labor intensive. Replacements or upgrades can be gotten online. I doubt there is much human labor required.
 
You don't really need to upgrade the cards. I used my junior cert card for years after I was no longer a jr diver. Have an id that shows your age and most dive shops and charter boats are going to be fine with treating your son like any other diver. I wouldn't waste the money.
PS you could probably do it over the phone, if you guys tried to go on a dive that jrs weren't allowed on, you could just fill the form at the dive shop and fax or call on the phone to padi.

All certifications company's have only the income from Books , C-cards, DVDs, etc , this is the only income that keeps them in business, even though I mostly order SSI, I think PADI is the same . Cut them some slack $30.00 is not so bad the time ,Plastic , computer input mailing.... make it seem cheep to me . Safe Scuba :D
