I can now see that it says 1800, not 1300.

Just for the record, I have no intention of diving this thing. It's out in my yard behind the shed if anyone wants it. It has a great tone; it would make a great bell. The valve is now gracing the curiosities counter at my LDS.
 
That is definitely a carbon dioxide cylinder. It has the same valve setup as the Co2 Cylinder that I use for my draught beer system. (Minus the homemade part). If you could find a compatible yoke valve with the same threads (some size of pipe taper) and shops are willing to fill it, it would make a great tank. Otherwise, you can sell it as a co2 cylinder. There is always a demand for draught beer equiptment. 1800 psi is a typical pressure for a co2 cylinder as the gas turns to a liquid long before 1800 at normal temperatures.
