I think the reason is to keep the parking spaces available for tourists. Many (most?) of them drive in, stay for a few minutes and then leave. We divers of course are there for a number of hours. We have the run of the place on Saturday and during the week so I think it is a fair compromise.
 
Folklore has it that they wanted artist long ago to be able to paint the scenery without distraction. That's silly since the story predates scuba and a painter isn't a camera and could omit the divers. maybe the early language pertained to another pastime and scuba has been substituted.

I think the bottom line is a compromise on precious space. Cape Neddick Light is said to be the most photographed lighthouse, perched there just across from the lot it's easy to believe. We divers will be onsite for no less than 2 hours and frequently much much more. Just as we sometimes have trouble finding a place to land midday the same holds true for tourists which are the town's stock and trade. On Sundays those lower tier spaces are available for high turnover tourists. Saturday is commonly check in / check out day for guests and by Sunday they are getting down to serious sightseeing.

Also, I would add that aside from an occasional stop at Fox's, Brown's or the Nubble gift shop most divers leave little in the local cash registers. We do provide a little sideshow for the interested tourists.

Compared to all the precious coastline we can's set foot on the seasonal Sunday time out at this location is a mere curiosity.
