Maybe other can chimr in as well, but the bike tire tube is typically used to secure things like backup dive lights or the LP inflator hose. The only excess webbing you should have with the harness will be on the outside of the belt buckle that can be trimmed to appropriate size once you got your setup filed in.

The reason for the bike inner tube is to use as cheap elastic bands for backup torches, tucking webbing away so it sits flat etc. You can buy bands for it but an inner tube is a lot cheaper in the long run esp if you have one spare.
