I am looking for a PADI Instructor in NE PA to administer/witness DM water skills.
400yd,800yd,100yd divertow, 15min tread and other DM skill sets as appropriate.
Will finish remaining in Florida.

You could try North East Scuba Supply I am not sure if they have PADI insructors though. But you do have any number of shops that train in the Dutch Springs quarry in Bethlehem

They have a full training staff on-site at Dutch Springs (Bethlehem PA) every weekend. They can surely help you out. (I'll happily volunteer to be your tired diver - if you want to tow a 6' tall, 180lb diver wearing steel doubles.)

They also have an indoor heated pool at their shop in New Jersey where you could do the tread and 400yd swim in far more comfortable conditions than in the lake.
