So who exactly filed the complaint against Rob, and what was their motivation?
The motivation of the complainant should be irrelevant when dealing with accusations of safety and training violations.

I don't know who filed the complaint against Rob, or why it was done.
By-Law Committee members must sign confidentiality agreement (that waives jurisdiction and requires you to agree to pay the NACD legal fees if they decide to sue you). Also, a NACD lawyer must be present at any meeting of the by-law committee.
