I have no idea why, but the right tank seems heavier, yet both had 1500psi at the time I took the pictures.

Don't know about the imbalance but the necks are riding too low, which is why the tanks are not in trim. Aren't you clipping the diverite bungie directly to your lower shoulder d-ring? Hard to tell from the pics but it looks like you are clipping into something on the tanks...
