Easy way to shorten to bungees is to just tie knots in them... damned things eventually stretch so you they keep getting longer.

The left shoulder strap isn't by any chance slightly longer than the right? If you put the rig on a hanger and stand back to look at it you may see a difference. The other thought which is may be a stretch but is your long hose on your right side? If so is it possible that there is enough of a difference that the long hose is causing your right side to float up? I think it is highly unlikely, but I figured I would ask.Ugh. The ankle weights were wrapped tightly on the upper D-ring, so it wasn't them.
I took off the bungees, and it seemed I was straight . . . not sure I gave it enough time, though, because I didn't return to the deep end of the pool.
I took off everything and examined the bungees. They are equal length and seem equally strong. I switched them. I still list left.
I took off everything again. I checked all the straps, etc, to ensure everything is equal. It is. I took off everything extraneous. Back in, and I still list left.
BTW - I test the list by hanging 'dead' in the water.
Finally, I took the tanks off and switched them. I still list left.
The only thing left is I screwed something up with the rig. The only thing I've done lately is lengthen the shoulder straps. Grrrr-r-r-r-r-r-r.

I am thinking that you may have one shoulder strap just slightly longer and that may be the culprit.
Just curious here...why add weight before getting the tanks right...especially wet with steels without a source of redundant buoyancy?
