I would suggest your journalist friend to maybe write a little editorial on this in a local filipino newspaper and I'm sure the Korean consulate would got word of it in no time.

Embassies and consulates often don't read everything available but in places where they have a major presence, they often have a public affairs/propaganda (depending if you like or dislike what's being written ) section. If an article were to be published, forwarding them a copy would a be a surer way of getting a responce.

Just to add credibility to the picture. Another friend who was diving in the area noticed the same coral. Just for some background it was my personal friend that took the picture in his own personal camera. He is a journalist with one of the country's biggest news agency.

Reproduce the Pic and have it posted in the resorts' bulletin boards with a caption "Vandal Diver". No need to indicate the nationality, the one who understands it will know what the message means.
