hi

i would like to know if it's safe to change Inhalation Control for Personal Adjustment of Breathing Effort under water and under cold water or it's better to do it before diving.

I have the same set up and have been making adjustments underwater for years. Does not seem to be a problem.
 
it's regularly changed on all regulators that have the ability. All it does is increase or decrease the pressure going against the balancing spring to change the cracking pressure. They are O-ring sealed and even if water got into it, it wouldn't matter. Go forth and turn the knob!
