They've closed Airport Beach to instructors? Wow, that's amazing. I didn't know that. There is almost always a class going on there.
It's not closed to instructors (classes still use it daily) they are just no longer allowed to park in the parking lot ;-) (When I went last time one of the groundskeepers came over to verify that we were not a class or tour)

Aaah, so they drop off the gear and park outside.l I don't really recall parking areas outside of the park but there must be. I haven't been there for a year now.

I don't know where they park either actually - but that's what we were told my the groundskeeper.
 
I'm too lazy to find the exact text, but this was from the proposed bill about a year or so ago, I know that many of the articles were passed, just don't know which ones and in what form.

13.04.255 Purpose. This article’s purpose is to fairly and effectively regulate commercial ocean recreational activity to ensure that County beach parks and other County property are utilized for the community’s maximum recreational, environmental, and economic benefit.

13.04.256 Prohibitions. A. Commercial ocean recreational activity is prohibited on Saturdays, Sundays, and holidays observed by the County. B. Commercial ocean recreational activity is prohibited at Baldwin Beach Park, Cove Park, Kamaole Beach Park I, Kamaole Beach Park II, Kamaole Beach Park III, the southern portion of Kalama Park (the section of Kalama Park from the sand beach at Cove Park to the southern most parking area adjacent to South Kihei Road), Hookipa Beach Park, Maipoinaoeiau Beach Park, and Puamana Beach Park.

Except that Airport beach parking lot is privately owned (they also own the one about 200 yards north of there) So it's under private control, not county (though the beach is still public, the facilities are not)

Many of the beaches with really nice facilities are privately owned. Usually by the nearest hotel - it helps keep beach-goers off of the hotel property looking for showers, restrooms, etc..
